Leo brings 25+ years of experience from both private and municipal agencies in construction, inspection, plan review, Building Official, Fire Marshal, Community Development Director, and Assistant City Administrator positions. As the CEO of DEVCOM, Leo believes in exercising the highest level of integrity by bringing agencies, citizens/developers and consultants together to create a cohesive relationship built on respect and consideration for one another in order to achieve a healthy and safe built community.
Senior Planner & Project Manager
Amber is a Senior Planner with experience in both private sector development and municipal work. Amber has extensive knowledge of CEQA requirements, project processing, and public hearing preparations and presentations. Additionally, she has practical working knowledge from a developer/contractor perspective, allowing her to be an advocate for both jurisdictions and applicants alike. Amber provides clarity and expectations for both parties with kindness, enthusiasm, and a true willingness to help guide the project through completion.
